Abstract:Permanent campaigning recognizes that electioneering strategies and tactics are being adapted to manage the public image of governments and opposition parties outside of elections. Infrastructure is created to process opinion data to inform policy development and communication. Image is managed through attempting to have constant, positive media coverage, and digital environments are a battleground for attention. The promotional style of communication, which includes the use of negative campaigning, is argued to increase voter apathy and disaffection with democratic institutions. Therefore, while unavoidable to an extent within the modern 24/7 news environment, and facing a highly fragmented audience, the style which permanent campaigning takes proves problematic for democracies.
