Abstract:

The NHS Long Term Plan (NHS England, 2019a) sets out key objectives over the next 10 years, including a commitment to improve the delivery of care outside hospital settings through integrated community-based health care. It suggests better collaborative networks across primary and community services, but continuing uncertainty around the outcomes of Brexit has adversely affected implementation of key policy linked to achieving these aims. Significant parts of the plan have been devolved for local implementation, which may result in divergent outcomes and inconsistent implementation.
