Abstract:

Going through the archives of the International History of Public Relations Conference and international literature, one may observe that not much has been written on the history of governmental communication or propaganda as mentioned by many researchers. One-way communication coming from the heads of a state could be communication that is directly linked with the government itself or from institutions controlled by the government, for example public healthcare and police. What particularly lacks attention in research is the role, and communication techniques of government communication departments, as well as the development of these departments.
